Two Sessions 2019 is underway. On the afternoon of March 5, the Chongqing Delegation held a news conference. Xu Ren’an, Deputy to the National People’s Congress and Director of the Chongqing Municipal Traffic Bureau attended the conference. Based on his work, Mr. Xu described a new vision of development in transportation in six aspects.

The report highlighted the fundamental and guaranteeing role of transportation. As a representative from the transportation industry, Xu Ren’an said that he was most encouraged by this point. Chongqing will promote high-quality development of transportation in strict accordance with the key objectives and tasks specified in the report.
He said that transportation was a basic, pioneering and strategic industry in the national economy and important service industry. According to the report on the work of the government, Chongqing will solidly make “six efforts” in transportation this year.
Chongqing will make more efforts in development. This year, it will make solid progress in the preliminary study of the “14th Five-Year Plan”. It will complete the compilation of several documents including the Outline of the Transportation Power Demonstration Zone. There's also the Medium- and Long-Term Railway Network Planning of Chongqing (2018-2035) and the Expressway Network Planning of Chongqing (2018-2050). In addition, they also include the Strategic Planning of the International Aviation Hub. Moreover, it will also complete the revision to the Overall Planning of the Port of Chongqing.
Chongqing will intensify efforts to stabilize investment. It will take advantage of the period of major strategic opportunities to accelerate the planning and construction of key projects. It will also carry out the preliminary work of the projects in a deep-going and fine-grained way. In this way, it can ensure the early commencement and completion of the projects. Additionally, it will generate the physical quantity and the volume of investment as soon as possible. As a result, it can maintain the intensity of transportation investment.
Third, Chongqing will endeavor more in poverty alleviation. It will focus on promoting the construction of a moderately prosperous society and the rural revitalization. It will also adhere to the precise strategy throughout and accelerate the improvement of the traffic situation in poverty-stricken areas. This year, it will build 24,000-kilometer “four-good rural roads” and renovated 3,300-kilometer ordinary trunk highways. It will strive for the commencement of all outward passageways for 18 deeply poverty-stricken townships. In addition, it will make every endeavor to complete the construction of all group-destined roads.
Efforts to bolster areas of weakness will be intensified. In terms of the high-speed railway, it will accelerate the construction of a star-shaped high-speed railway network. The network connects Chongqing and 8 cities in different directions, including Chengdu, Lanzhou, Xi’an, Zhengzhou, Wuhan, Changsha, Guiyang, and Kunming. It will establish high-speed railway links with surrounding areas and some urban agglomerations. They include the Jingjinji Metropolitan Region, the Yangtze River Delta, and the Pearl River Delta. Finally, it can better integrate into and serve the BRI construction and the development of the Yangtze River Economic Belt.
Chongqing will increase the density of inter-provincial export channels, enhance the traffic capacity of radiating expressways, and improve connectivity. It will build 139-kilometer expressways this year with 210-kilometer expressways starting construction. A total of 3,235 kilometers of expressways will be open to traffic in the whole city. Additionally, it will intensify the renovation of ordinary trunk highways with 3,300 kilometers starting this year.
Chongqing will make great efforts to improve the navigability of the trunk and branch waterways and build modern port clusters. It will also accelerate the building of a shipping center on the upper reaches of the Yangtze River. In this way, it can make the Golden Waterway of the Yangtze River bring more valuable benefits.
As for aviation, Chongqing will make overall plans to build the second hub airport and cargo airport. Moreover, it will gradually build itself into an international aviation hub. This year, it will strive to start constructing the Terminal T3B of Chongqing Jiangbei International Airport and the fourth runway. Furthermore, it will put Chongqing Wushan Airport into use this year.
Chongqing will put more efforts into the optimization of services and adhere to the people-centered development idea. With 10 Sichuan-Chongqing interprovincial toll stations canceled last year, it will cancel 5 ones between Chongqing and Guizhou this year. Additionally, it will cancel 5 ones between Chongqing and Hubei as well as Hunan next year.
Chongqing will double its efforts in more growth drivers. It will make solid progress in promoting the development of green and intelligent transportation led by big data and intellectualization. It will strive to promote industrial transformation and upgrading and resolutely secure a victory in fighting toughly against traffic pollution. This year, it will weed out or upgrade 4,000 old passenger and cargo diesel vehicles. It will also accelerate the application of clean energy and new energy vehicles. It will build a transportation big data sharing and exchange platform and provide convenience services such as rail mobile payment. Moreover, it will promote intelligent technologies such as face recognition to make industrial management services smarter.
