In 2019, the Communist Party of China Chongqing Municipal Committee and Chongqing Municipal People's Government made a major decision to build an updated Chongqing Hi-Tech Industrial Development Zone ("the Zone" for short), which triggered a strong reaction in the city's business community. Entrepreneurs hope that the structural reform of the Zone will be implemented and run as soon as possible to improve administrative efficiency so that it can become a model for institutional reform, mechanism innovation, and the business environment in Chongqing.
Liu Qingrui, Vice Chairman of the Chongqing Federation of Industry and Commerce and a member of the CPPCC Chongqing Municipal Committee, paid close attention to the Zone's development. At the 3rd Session of the 5th CPPCC Chongqing Municipal Committee, she submitted the proposal—Adhere to New Development Concept & Act upon Decisions and Plans of the CPC Chongqing Municipal Committee and Chongqing Municipal People's Government to Build an Updated Chongqing Hi-Tech Industrial Development Zone. Her suggestions covered establishing a government-enterprise communication mechanism, improving the eco-environment, and accelerating urbanization in the Zone.
Based on her years of business experience, Liu said relevant parties should endeavor to create a government-enterprise communication mechanism, to smooth the channel for entrepreneurs to propose advice and demand. She also urged the government, enterprises, and society to be credible, protecting investors' investment environment and interests.
Liu also offered suggestions about the development of the eco-environment and building of a transport system. "Chongqing Hi-Tech Industrial Development Zone should strive to develop its eco-environment, to provide a livable area appealing to businesses with green mountains and clear waters. It needs to catalyze the improvement of supporting infrastructure and introduce new industrial spaces for enterprises' high-quality development."
The proposal will be studied and processed by the Administrative Committee of Chongqing High-Tech Industrial Development Zone, Chongqing Municipal Bureau of Planning and Natural Resources, Chongqing Ecology and Environment Bureau, and Chongqing Municipal Commission of Housing and Urban-Rural Development.
In terms of the inadequate supporting infrastructure, the Administrative Committee of Chongqing High-Tech Industrial Development Zone said it was building an urban transport system with rail transport as the leader, public transport as the priority, and a friendly environment for slow driving while driving the construction of infrastructure and public facilities.
