Liu Xiya is deputy to the National People's Congress (NPC), also the principal and Deputy Secretary of the Party Committee of Chongqing Xiejiawan Primary School in Jiulongpo District. As the Two Sessions of the NPC and the Chinese People's Political Consultative Conference (CPPCC) is about to open, Liu has prepared nine suggestions and one motion revolving around basic education. Liu expressed her expectation to introduce the actual situation she investigated and surveyed and the voice of the people she sorted out through the Two Sessions platform.

"Besides the focus mainly on basic education, I also pay attention to the transition from basic to higher education," said Liu. She suggests that well-known colleges and universities weaken the importance of the results of Olympiads and other competitions or take a more scientific way when enrolling students.
Additionally, she also calls for the vigorous development of vocational education.
"Nowadays, numerous parents are making desperate efforts to send their children to prestigious schools. I think the biggest reason is that they all want to ensure a promising future for their children as the comprehensive social evaluation system involves the requirement of the education background. Therefore, in this year's Two Sessions, I will suggest that civil servants and public institution employees' recruitment abolish the basic requirement for a bachelor's degree or above. They should break the set form in recruiting talent."
Liu also suggests that colleges and universities develop vocational education at the undergraduate level in cooperation between ministries and provinces.
"I think the government should take effective measures to help parents to be more rational about education. I'm especially looking forward to seeing parents in 10 years, or when I retire, happy with the fact that their children are admitted to a university for vocational education," said Liu Xiya.
