In the Chongqing Municipal People’s Government Work Report 2024, a strong emphasis was placed on leveraging scientific and technological advancements to drive industrial innovation. The plan is to fast-track the construction of a modern industrial system, focusing on enhancing manufacturing quality and leveraging the drive of leading enterprises, thereby boosting industrial aggregation and technological innovation.
In response to the report, Bai suggested that Chongqing harness its industrial strengths, particularly in information technology, AI, biotech, new energy, new materials, high-end equipment, environmental protection, and aerospace. His suggestions involve nurturing sectors like bio-manufacturing, intelligent manufacturing, and commercial aerospace to generate fresh economic opportunities. This entails focusing on transformative technologies like AI, quantum information, and cloud computing to shape future industry landscapes.
He highlighted the role of businesses in scientific and technological innovation, stressing the importance of integrating innovation across various sectors and fostering strong knowledge and innovation clusters. His approach also supports the growth of specialized and sophisticated SMEs and unicorn companies to build globally competitive enterprises.
As a deputy to the Chongqing Municipal People’s Congress, Bai supported private enterprise innovation. His suggestions for boosting private economic development gained government backing. Despite ongoing economic challenges, he emphasized the importance of private enterprises maintaining confidence and harnessing both government support and entrepreneurial spirit.
Chongqing Aureavia Hi-tech Glass Co., Ltd., Bai’s company, is a leading player in special glass R&D and production. Their applications span electronic displays, aviation, and smart homes. With over 350 global patents, the company is the exclusive supplier of aviation glass for China’s C919 aircraft, and it has successfully entered international markets, challenging global industry giants.
Furthermore, Bai underscored the significance of R&D and partnerships with major tech companies like Huawei for achieving success through continuous innovation. He outlined the company’s global competition strategies, emphasizing R&D, patent development, and market expansion.
Acknowledging improvements in private enterprise financing, Bai suggested the government establish a tech innovation investment fund to spur private tech and R&D growth, calling for increased government financing guarantees and support for private manufacturing enterprise upgrades.
Additionally, Bai suggested enhancing interest rate policies for intellectual property pledge loans, raising subsidy standards, and boosting financial institutions’ participation in such financing through a risk-sharing mechanism.
