Chongqing Departure Tax Refund

The departure tax refund is a policy that refunds the value-added tax (VAT) to overseas travelers on personal items purchased in tax refund shops that meet refund conditions upon departure at exit ports. In 2023, Chongqing added six new departure tax refund shops, bringing the total in the city to 74.

Overseas travelers in Chongqing can apply for a VAT refund, at a rate of 11%, on items purchased from designated tax refund shops. To qualify, travelers must process a tax refund application at the time of purchase. They can then handle the refund procedures in person with the purchased items, personal identification, and related tax refund documentation at the designated tax refund location within the Chongqing Jiangbei International Airport T3 Terminal departure port.

Travelers need to note that the method of refund varies with the amount. For tax refunds exceeding 10,000 yuan, the refund is processed via bank transfer; for amounts not exceeding 10,000 yuan, overseas travelers can choose between cash or bank transfer.

Moreover, Chongqing has become a pilot city for the "immediate tax refund" policy. This allows overseas travelers to receive a cash refund equivalent to the actual VAT refund on the same day of purchase at the pilot tax refund shops after issuing the required invoices and refund application forms.

Compared to the traditional method of applying for a tax refund at airports or ports upon departure, "immediate tax refund" means eligible overseas travelers can receive cash refunds directly in the store, facilitating secondary consumption. Overseas travelers need only to present the "Overseas Traveler's Departure Tax Refund Application Form," shopping invoices, and passports at the centralized refund point within the shopping mall to enjoy the "immediate tax refund" service.

Overseas travelers can apply for an "immediate tax refund" for cumulative purchases of up to 30,000 yuan on the same day at the same pilot shop. Within 25 days after issuing the tax refund application, travelers departing from Chongqing Jiangbei International Airport can carry or check-in the tax refund items and present the "Overseas Traveler's Shopping Departure Tax Refund Application Form" and sales invoice for the tax refund items and after customs verification, depart.

The first batch of Chongqing departure tax refund "immediate refund" pilot shops includes two locations: World Financial Center (WFC) in Yuzhong District and Starlight 68 Plaza in Jiangbei District. Both are influential, brand-concentrated, large-scale, comprehensive shopping malls that better meet the shopping needs of overseas travelers.

Chongqing is progressively stepping towards becoming a world-class international metropolis; the relevant departments will continue improving the convenience of departure tax refund processing, providing efficient and convenient tax refund services for overseas travelers to aid Chongqing in nurturing and building an international consumption center city.
