Chongqing - Chongqing’s municipal government has launched a bold action plan to modernize governance in China’s largest inland megacity, focusing on safety, urban mobility, and improving residents' quality of life.
Li Chunkui, Director of the Chongqing Urban Governance Committee Office, outlined key aspects of the 2025 Action Plan on Monday. “We have been committed to innovative governance solutions, prioritizing smart city development and risk mitigation,” he said.
The initiative centers around eight key action plans: improving the city environment, relieving traffic congestion, enhancing urban safety, reforming administrative law enforcement, expanding public services, revitalizing culture, fostering grassroots governance, and promoting digital governance.

The city will accelerate the construction of 10 new rail transit lines spanning 225 kilometers to address urban congestion. Two key lines—Line 6 (Chongqing East Station section) and Line 4 (Western extension)—are set to open by year-end. The city’s metro network is expected to reach 593 kilometers by then. Authorities will also implement over 60 targeted projects to ease bottlenecks in key areas, such as school zones and major intersections.
Chongqing will leverage digital twin technology to monitor critical infrastructure in safety and disaster prevention. By the end of 2025, the city aims to achieve 100% digital twin coverage of gas, water, drainage, and oil pipelines in densely populated areas, enhancing emergency response capabilities.
Chongqing plans to expand its “15-minute high-quality living circles,” ensuring residents have easy access to essential services such as markets, parks, and elderly care centers. By the end of 2025, the city aims to complete the renovation of 45,000 senior-friendly homes and increase childcare capacity to 4.5 spots per 1,000 residents.
The municipal government is also stepping up efforts to improve public civility by addressing issues such as illegal parking, jaywalking, and pet management. Additionally, the city seeks to elevate its administrative law enforcement framework, focusing on noise pollution, tourism sites, and night markets to create a more orderly urban environment.
Chongqing is harnessing big data and AI to enhance urban governance. By fully integrating public data from government agencies, state-owned enterprises, and hospitals, the city aims to optimize management efficiency and expand the use of AI in areas such as construction waste management and smart infrastructure monitoring.

Authorities also emphasized the importance of public engagement in city governance, encouraging residents to participate in initiatives like the “Golden Ideas” campaign and real-time urban issue reporting.
“The people build the city, and the city serves the people,” Li said. “With the support of our citizens and the leadership of the municipal government, we are committed to making Chongqing a national benchmark for megacity governance.”
